~de688f.tmp is a temporary file that runs through the Windows registry.  It is not associated specifically with any known program.  Common error messages include “File Not Found” and “File Exception”.

This file may or may not be harmful.  If it is missing when it should in fact be in the registry, this could be slowing your computer down.

The only way to know for sure is to take it to a PC technician or run a registry scan.  Many PC techs won’t touch the registry because of the associated dangers (deleting the wrong file can ruin the system).  Also, cleaning a registry by hand can take an extensive amount of time.
