~is1.tmp is a temporary file.  It belongs to IP*Works.  This file may be on your computer if you have worked with this program, or if you have visited a site developed with this software.  It is probably not harmful, although some malware fires may try and disguise themselves as this file or as other .tmp, .exe, or .dll files.

.tmp files such as ~is1.tmp are not usually necessary to keep around (hence their temporary nature).  However, they or their related files may remain in your Windows system.  .dll and other registry files may be left in your registry as well.
