~is2.tmp is a temporary file used by the IP*Works software. This software is used by many large companies to develop their websites and intranets. It is not a malicious program, nor is ~is2.tmp a malicious file.
That being said, it is unlikely that the ~is2.tmp file needs to remain on a computer for long. Temporary files can often clutter up the Windows system registry, making the computer work more slowly.
