~util32.dll is a direct link library (hence, “dll”) file that belongs to Direct Plugin.  It is usually found in the Windows “temp” folder.

Files in the temp folder are usually not necessary for computer function, as they are only temporary.  However, sometimes deleting these files is not a good idea because they may apply to applications your are currently running.

Over time, temporary files and other registry files that didn’t uninstall properly can clutter up the temp folder and registry, causing the Windows system to slow down massively.  A regular cleanup will keep this from happening to a laptop or PC.
