~ws3.tmp is a temporary file, stored in the Temp folder, which may also run through the Windows registry.  It is picked up as malicious by some anti-virus programs but not by others.  Many people have reported extensive problems when trying to remove the file.

Sometimes, this difficulty can mean that a file is an important part of Windows’ functionality.  This is less likely to be true in the case of ~ws3.tmp and other temporary files, as these types of files are not designed to remain permanently on a computer.
